PACIFIC DIVISION ELECTIONS BACKGROUND:
Prior to the 2005 Pacific Division meeting, some APA members requested
that the Business Meeting be moved from the previously published site.
They challenged any election held at that site. The Pacific Division
Executive Committee consulted the APA attorney and were advised against
changing the announced location because prior written notice must be
sent by mail to members in sufficient time for them to alter plans.
Further, Pacific Division by-laws require that elections be held at
the Business Meeting. The Executive Committee decided to abide by the
bylaws but to inform members at the Business Meeting that the results
of the election would be suspended until Pacific Division voting affiliates
could be consulted by mail ballot.
RESULTS: The results of this mail ballot now have been tallied.

182 voters supported lifting suspension of election results and favor
having elected candidates take office July 1, 2005
41 opposed lifting suspension and oppose candidates taking office
1 abstention
1 conditional vote for both alternatives
On the basis of the more than 4:1 margin of voters in favor of lifting
the suspension, Calvin Normore has taken office as Vice President of
the
Division, Allen Wood as Representative to the Board of Officers, and
Janet Levin as Member of the Executive Committee.
POLL ON 2007 MEETING SITE:
BACKGROUND: Pacific Division policy calls for holding the 2007
meeting in San Francisco or the East Bay. The union boycott against
fourteen San Francisco hotels remains in place, however, and may do
so through early 2007. In any case, one of the union's bargaining demands
is that
a new contract expire in 2006, so even if a contract is signed now,
the new contract might not be in force by the 2007 meeting date.
Every option for a 2007 Pacific Division meeting site involves some
trade-off. Consequently, the Executive Committee devised a poll that
presented the options for meeting sites, with the possibly unpalatable
trade-off specified for each option. Members were asked to mark the
options from "most preferred" to "least preferred,"
to guide the Executive Committee in obtaining a 2007 meetng site. (Also
see Note 2 below):
The ranking and votes of the top four "strongest preference"
alternatives are as follows:
MOST PREFERRED:
1.Go to an S.F. hotel, regardless of its labor situation. 75 votes
2.Go to a hotel least likely to have a labor dispute, regardless of
room price or location. 25 votes
3.Go to an S.F. hotel unlikely to have a labor dispute, regardless of
room price. 23 votes
4.Go to San Jose. 20 votes
(The other three choices received 7, 4 and 3 votes respectively.
The ranking and votes of the top five "weakest preference"
alternatives are as follows:
LEAST PREFERRED:
1.Go to a smaller S.F. or an East Bay hotel with no labor dispute, and
reduce the Main Program to fit the smaller space. 34 votes
2.Go to a local university. 30 votes
3.Go to an S.F. hotel regardless of its labor situation. 28 votes
4.Go to San Jose. 22 votes
5.Go to a smaller S.F. or an East Bay hotel with no labor dispute, and
reduce the Group Program to fit the smaller space. 22 votes
(The other two choices each received received 17 votes.)
Assuming these responses to be reasonably representative of members'
preferences, the Pacific Division Executive Committee will have to
decide whether to be responsive to the strong preference of the larger
number of members, or whether to be responsive to an alternative preferred
by many fewer people but also opposed by fewer people. This will be
a very difficult decision.
Note 1: Although one individual circulated emails claiming that members
did not receive ballots, we have not been able to identify a problem.
The APA National Office says that only two ballots were returned for
lack of correct address. Further, some individuals who expected to receive
ballots turned out not to be eligible to vote. Second ballots were provided
to the eligible voters who requested them, and these ballots were accepted
through the 18th day after "replacement" ballots were mailed
out.
Note 2: Members were able to give more than one option the same rank.
Further, some respondents indicated only their top preference, or only
their top and bottom ranked options. And some who voted on the election
results did not participate in the meeting site poll. For these reasons,
the total number of responses recorded differs for each option, and
the number for each option differs from the total no. of votes cast
on the question of lifting the suspended election results.
