TO ALL MEMBERS OF THE ASSOCIATION:

You are cordially invited to attend the One Hundredth Annual Meeting of the Central Division at the Renaissance Cleveland Hotel, Cleveland, Ohio, April 23-26, 2003. This issue of the Proceedings contains a complete convention program, including scheduled group meetings. At the back of this issue, you will also find a hotel reservation form, a pre-registration form, a form for reserving tables at the receptions, and maps of the hotel's location and its meeting rooms. Information forms concerning the 2004 meeting and the 2003-2004 Nominating Committee are also included for your use if you have suggestions for future meetings or wish to offer your services to the Division.

Hotel Information. The 2003 Central Division Meeting will be held at the Renaissance Cleveland Hotel, 24 Public Square, Cleveland, OH 44113; telephone 216-696-5600, FAX 216-696-0432, reservations toll-free 1-800-HOTELS-1. The Renaissance is located at the center of downtown Cleveland. The hotel lobby connects to Tower City, a shopping mall. An indoor walkway joins Tower City to Jacobs Field (home of the Cleveland Indians) and the Gund Arena. The hotel is within walking distance of central Cleveland's restaurants and theaters. Other attractions nearby include the Rock and Roll Hall of Fame and Museum (One Key Plaza, phone 216-781-7625, web site
http://www.rockhall.com/) and the Great Lakes Science Center (601 Erieside Ave, 216-694-2000). About 4.5 miles to the east on Euclid Avenue, near Case Western Reserve University (take the RTA), are a number of cultural attractions, including:

Hotel Reservations. Reservations should be made directly with the hotel in one of the following ways:

• By mail, using the form printed in this issue of the Proceedings.

• By telephone to 1-800-HOTELS-1. Be sure to explain that you are booking for the American Philosophical Association convention.

• Online at http://www.renaissancehotels.com/clebr. Enter 'PHIPHIA' as the Group Code to get the convention rate. To be assured of a room at the special convention rate, you should act promptly. Our convention block of rooms will be maintained by the hotel only until March 20, 2003. After that time, any unused rooms in the block will be released to other guests, and convention registrants may be unable to obtain the special rates or appropriate rooms.

Driving Directions. From TOLEDO or other points west: Take I-90 East to the Ontario Exit 171B. Take Ontario North, slightly veering to your right after passing Gund Arena. Drive to St. Clair, then turn left on St. Clair to West 3rd. Turn left onto West 3rd, driving to the end of the street. You may either drive straight ahead to the garage (use the entrance a bit to the right, NOT the exit on the left) or turn left to the hotel's main entrance underneath the marquee.

From COLUMBUS, Cleveland Hopkins Airport, or other points south: Stay on or follow the signs to I-71 North. The interstate eventually changes into I-90 East. Take I-90 East to the Ontario exit 171B. Airport Information. Cleveland Hopkins International Airport is served by most major US airlines, including American, America West, Continental (for which it is a hub), Delta, Northwest, Southwest, TWA, United, and U.S. Airways, as well as Air Canada and regional carriers. Ground Transportation from Cleveland International Airport: Downtown Cleveland is approximately 13 miles north of the airport.

Greater Cleveland RTA Red Line trains leave every 15 minutes from the airport directly to the Tower City station, next door to the hotel. Travel time is under 30 minutes, and the fare is $1.50. Since Tower City has an entrance opening directly into the hotel, it is not even necessary to go outside. However, members who have difficulty walking should be advised that the train station is on the opposite side of the mall from the hotel and one level down (escalators are available). RTA's Airport station is located on the lower level of the terminal complex. Limousine companies are plentiful and include the Airport Limo Service (tel: 800-543-9912) which provides hotel shuttles, door-to-door express shuttles to other destinations, a limousine service and wheelchair-accessible passenger vehicles. Other providers of accessible services include Americab (taxi), 216-881-1111; American Limousine, 216-221-9330; and Grayton Rd. Shuttle Service, 216-265-9536.

Arriving by Train. Especially for those in the Northeast or Great Lakes areas, train travel is a thinkable option. The Cleveland Amtrak station is at 200 Cleveland Memorial Shoreway, within walking distance of the hotel. You can also take the RTA Waterfront Line to the Tower City Station, which is adjacent to the hotel. Three trains serve Cleveland: the Capitol Limited (Washington-Pittsburgh-Chicago), the Lake Shore Limited (Chicago-Boston or New York), and the Pennsylvanian (Philadelphia-Pittsburgh-Chicago). Meeting Registration and Pre-registration. At its 2002 Annual Meeting, the Central Division Executive Committee heard presentations from J.B. Schneewind, Chair of the Board of Officers, and Elizabeth Radcliffe, Executive Directory of the APA, concerning serious understaffing problems in the National Office. In order to prevent serious deterioration of the Association as a result of these problems, the Executive Committee voted unanimously to follow the Executive Committees of the Eastern and Pacific Divisions by raising registration fees to $50 for APA members and dividing the derived income with the National Office, in accordance with a formula worked out with the other divisions. The Executive Committee also voted to increase the differential between registration fees for members and non-members to $10. At the same time, the differential between advance and on-site registration fees was eliminated. The resulting rates for the Central Division, effective with the 2003 meeting, are:

APA Members $50
Non-Members $60
Student Members $10

The members' fee of $50 represents an increase of $25 over the previous Central Division fee. $15 from each full (i.e. non-student) registration fee will be sent to the National Office, and the remaining
increase will be used to offset meeting expenses. The Executive Committee also instructed the Secretary-Treasurer to publish an explanation of the rationale for the registration fee increase to the members of the Division.

You may pre-register for the meeting by using the pre-registration information form found at the back of this issue. The deadline for pre-registration is April 8, 2003. Payment is accepted by cash, check, or credit card (VISA, Mastercard, or Discover only).

Registration includes admission to the reception on Thursday evening; non-registrants who wish to attend this reception may purchase tickets at the Registration Desk or at the door of the reception. Please note that all persons attending the convention are expected to register (this includes invited participants and participants in Group Meetings). Registration fees are vital to the conduct of APA conventions, since convention receipts are the only source of income for the Divisions. Please be sure to wear your convention badge at all times to identify yourself as a registered participant.

Presidential Address. On Friday, April 25, Marcia Baron will deliver the Presidential Address at 5:45 PM in the Ambassador Ballroom. The title of her address is "Manipulativeness." She will be introduced by Stephen Darwall, Vice President and President Elect of the Central Division.

Carus Lectures. Judith Jarvis Thomson will deliver the Carus Lectures for 2003.

Patrick Romanell Lecture Frank Jackson will deliver the 2003 Patrick Romanell Lecture at 2:30 PM on Friday, April 25 (Session III-C). The title of his lecture is "Narrow Content and Representationalism."

Receptions. There will be a reception for the Carus Lecturer on Thursday, April 24 at 1:45-3:15 PM, in the Severance Room (4th floor). There will also be a reception for Award Recipients (Article Prize, APA/PDC, Edinburgh Fellowship, Rockefeller, and Sharp) at 5:00-7:00 PM, in the Severance Room(4th floor). The annual reception on Thursday, April 24 will begin at 8:30 PM in the Ambassador Ballrooom (2nd floor). Complimentary beer and soft drinks are provided at this reception, which is open only to those who have either registered for the convention or purchased special tickets for the reception (available both at the Registration Desk and at the door of the reception). The Presidential Reception on Friday, April 25 will begin at 9:00 PM, again in the Ambassador Ballrooom (2nd floor). Tickets are not required for admission to the Friday reception, and refreshments are available on a cash-bar basis. Departments that wish to reserve a numbered table at the two receptions may do so for a fee of $25 (see the form at the back of this issue of the Proceedings).

Business Meeting. The annual Business Meeting of the Central Division will be held Friday, April 25, at 12:00 PM in the Ambassador Ballroom. Please note that only APA members who are affiliates of the Central Division have voting rights at this meeting. Regular items of business include reports from Divisional and National officers and committees and the nomination of officers for 2003-2004. The 2003 Nominating Committee will present a slate of nominees for the positions of Vice President, Member-at-Large of the Executive Committee, and membership on the 2004 Nominating Committee. The recommendations of the Nominating Committee will be posted in the registration area 24 hours prior to the Business Meeting. Nominations from the floor are also accepted. In accordance with Divisional rules, voting for candidates will be by mail ballot. The Minutes of the 2002 Business Meeting are published in this issue of the Proceedings.

Placement Center. The Placement Center will open for business at 5:00 PM on Wednesday, April 23, and continue in operation through noon, Saturday, April 26. (Please see the Program for specific locations and times.) Job seekers are urged to pre-register for Placement by submitting the pre-registration form provided at the back of this issue. Since many job interviews are pre-arranged on the basis of applications for jobs advertised in Jobs for Philosophers (JFP), and since the Placement Center will not post notices of positions that have already been advertised in JFP, job seekers are advised to obtain copies of JFP in advance of the meeting and to bring them to the meeting.

Policy on Interviews in Sleeping Rooms. At its 1994 meeting, the APA Board of Officers adopted the policy of prohibiting job interviews in sleeping rooms at Divisional meetings. We ask your cooperation in implementing this policy. Interviews in the living rooms of suites are, of course, permissible under this policy, and interviewing departments may also make use of the Placement Center interview area on the third floor.

Book Exhibits. The publishers' book exhibits will be located in the Gold Ballroom on the third floor, across from the APA registration desk. Exhibits will be open 9:00 AM - 5:00 PM on Thursday and Friday and 9:00 AM - Noon on Saturday.

Copies of the Program. The Program of the meeting, including the main sessions organized by the APA and group sessions organized by affiliated groups, forms part of this issue. Abstracts of invited and contributed papers are also included. A limited number of copies of the Program will be available at registration. An abbreviated version of the Program is also available at the APA's web site, http://www.apa.udel.edu/apa/publications/proceedings/v76n4/public /default.asp (the program also includes pointers to additional sources of information on the Internet about the Cleveland area).

Graduate Student Travel Stipend Winners. As in past years, the Central Division Executive Committee is awarding stipends of $300 each to help defray the travel expenses of graduate students whose papers
are accepted for the program. The Program Committee makes its acceptances without knowing which papers are by graduate students; after the program is determined, the Committee learns which, if any, authors are graduate students and then awards stipends for papers of outstanding merit. As a result of a revenue-sharing agreement among the three Divisions, the Central Division is able to award ten stipends for 2003. Call for Papers, 2004. The Program Committee for 2004 invites APA members to submit papers for presentation at the One Hundred and First Annual Meeting, to be held in Chicago, Illinois, at the Palmer
House Hilton, April 22-25, 2004. Papers should be submitted to Bridget Baker, APA National Office, 31 Amstel Avenue, University of Delaware, Newark, DE 19716. Papers must be submitted in four copies, with an abstract of not more than 150 words. Please attach the abstract to the paper on all four copies. Please mark the words `Central Division' on the envelope in which the copies are sent. The deadline for submission is September 1, 2003. Papers themselves may not exceed 3,000 words in length and must include a word count on the title page. Since papers will be blind-reviewed, the author's name and institution and contact information should appear only on a separate title page, of which only one copy is needed. The author's name and institutional affiliation, as well as any reference from which the author's identity might readily be inferred, must not occur in the body of the paper itself: any paper which does contain such identifying references may be disqualified. The Central Division will not consider any paper that is also submitted for consideration to the Pacific Division Program Committee for the same year, and authors are limited to a single submission. The Program Committee regrets that it is unable to return submitted papers.

The following resolution of the Central Division, adopted at the 1980 Business Meeting, will be of interest to prospective participants:

"The APA is the sole professional organization that serves and represents all American philosophers. To give better effect to the foregoing statement, the Executive Committee of the Central Division
publicly affirms its desire that the composition of its officers, committees, and programs reflect the diversity of its membership in such respects as methodology, problem area, and type of employment or institutional affiliation."

Nominations. The Central Division Executive Committee also invites suggestions from Central Division affiliates about appropriate candidates for Central Division offices. Suggestions for nominees for the offices of Vice President, Executive Committee Member, or membership on the 2005 Nominating Committee may be sent to the Secretary-Treasurer Robin Smith (rasmith@tamu.edu) or to the Chair of the 2004 Nominating Committee, Marcia Baron (mbaron@indiana.edu).
